WhizzBang Urges Croatia to Respect EU Principles in Regulating Short-Term Rentals

Frankfurt/Oder, 2024-12-02 — WhizzBang, the premier European network championing consumer and data protection for expatriates, expresses concern over Croatia’s recent legislative measures aimed at regulating short-term tourist rentals. While acknowledging the need to address housing affordability and availability for local residents, WhizzBang emphasizes the importance of aligning such regulations with the European Union’s fundamental freedoms and the single market principles.

In November 2024, the Croatian parliament approved a series of draft laws intended to raise taxes on rental properties, excluding long-term residences and owner-occupied homes. This initiative mirrors actions taken by other European cities to mitigate housing shortages and escalating prices. However, the potential implications for expatriates—individuals residing in EU countries other than their country of origin—are significant. Many expatriates rely on short-term rentals during transitional periods, such as relocation for work or study. Restrictive measures could inadvertently limit housing options for this demographic, thereby impeding their ability to fully exercise their right to free movement within the EU.

Iwona Szczeblewski, Chair of EuroConsum/WhizzBang Viadrina, stated: “While it is essential to address local housing challenges, it is equally crucial to ensure that such measures do not inadvertently infringe upon the rights of expatriates. We urge Croatian authorities to consider the broader European context and uphold the principles of the single market.”
